Christine Leow has 20 years of experience conducting rigorous educational evaluations. She has a Ph.D in Policy Research, Evaluation and Measurement from the Graduate School of Education at the University of Pennsylvania. She is also trained as a school psychologist with an M.Ed and an Ed.S degree from the College of Education at Kent State University. Her research interests focus on addressing selection bias and using rigorous evidence-based research to inform policy.

Dr. Leow has helped community-based organizations, such as Baby TALK and RefugeeOne, build their causal evidence-base from scratch. This work encompassed developing appropriate data collection tools aligned to critical outcomes of the organization as well as designing and leading randomized studies. She has also conducted rigorous evaluation studies for large educational organizations such as the College Board, Discovery Education as well as for local and state educational agencies and the Department of Education.

In addition, she has experience leading large-scale online surveys. Some of her educational projects included: 1) the What Works Clearinghouse — a source created by the U.S. Department of Education about evidenced-based educational practices and what works in education, 2) the Illinois statewide evaluation of the Early Childhood Block Grant legislation where she was the chief methodologist, and 3) the provision of evaluation technical assistance to 100 schools/grantees receiving funding from the Department of Education’s Office of Innovation & Improvement to integrate arts into their core curriculum.

In her role as principal research scientist at Pearson, she helped establish research standards based on the What Works Clearinghouse’s standards that would establish Pearson as an ed-tech leader that conducts efficacy research that are rigorous and transparent to the public. Dr. Leow’s methodological expertise encompassed many advanced statistical techniques, including propensity score analysis, sensitivity analysis, hierarchical linear modeling, and psychometrics.

My goal is to use my knowledge of design and layout to expand The Hope Center’s brand to its maximum potential.
