Today, The Hope Center for Student Basic Needs led 17 other organizations in a letter urging the U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee not to advance S. 4428, the No Aid for Ghost Students Act, in its current form. The signers share the goal of stopping identity-theft rings, but warn the bill would codify an opaque, largely untested fraud-detection system before any independent evaluation is complete, creating new risks for students, families, and institutions.

Instead, The Hope Center and signers urge the Committee to direct the Government Accountability Office to evaluate the U.S. Department of Education's existing system—such as its false-positive rate, its effect on disbursement timing, and who gets flagged—before writing any version of it into statute. The letter details five areas of concern: codifying an unproven system prematurely; relying on the undefined trigger "reasonable suspicion of identity fraud" with no public reporting; imposing verification burdens that block legitimate students; offering flagged students no way to resolve or appeal a flag; and leaving institutions liable for a system they cannot inform or inspect. For each area, the letter offers concrete amendments and welcomes the chance to work with the Committee and the bill's sponsors.
